From the technical view

The tag pattern relates to a link on the web. The pattern will be translated into an internet address that points to a mobile web application. The mobile web application will be downloaded to the mobile of the user, who "Clicked" the tag. Note that the internet address can be configured in such a way that it contains information about the phone capabilities.

Now different things - as defined by the application - will occur. The application can be anything from a static mobile web site with information to a complex payment solution.
